Open Educational Resources (OER) and NROER
Understand
Open Educational Resources (OER) = teaching, learning and research materials in any format that are in the public domain or released under an open licence, permitting no-cost access, use, adaptation and redistribution.
Rule
The term ‘OER’ was adopted at UNESCO's 2002 Forum on the Impact of Open Courseware for Higher Education in Developing Countries.
UNESCO adopted the Recommendation on OER in 2019.
NROER = National Repository of Open Educational Resources — an initiative of the Ministry of Education (then MHRD) and CIET-NCERT; a national store of digital resources for school and teacher education.
Remember
Sign of OER: ‘open licence’ + ‘permission to use, adapt and share free’. Being merely ‘free to view’ is not enough.
Example
A storybook under CC BY: a teacher may translate it into the local language and hand it out in class, crediting the original author → this is OER.
Common mistake
Taking every free item on the internet as OER. Copyrighted material may look free but cannot be adapted and shared.
